In view of the closure of CHARCA project on 31st Oct 2007, an end line evaluation was conducted by an independent agency – International Institute for Population Studies (IIPS), Mumbai in five CHARCA districts. The project was implemented is six districts- Aizawl (Mizoram), Bellary (Karnataka), Guntur (Andhra Pradesh), Kanpur (Uttar Pradesh), Kishanganj (Bihar) and Udaipur (Rajasthan). In 2004, a baseline study was conducted in five districts namely Aizawl, Bellary, Guntur, Kanpur and Kishanganj by IIPS, Mumbai. In Udaipur a separate baseline study was conducted as a part of IPD intervention. Therefore the end line evaluation has also been conducted separately. The CHARCA baseline survey was conducted in conducted in five districts (one each in five different States) to generate basic information essential to develop intervention strategies and monitor the progress of the programmes reducing women’s vulnerability, particularly of young women, to STI/HIV in the year 2004. In Udaipur district the findings were analyzed from the Udaipur District Baseline Survey of IPD project.
 
The Baseline survey indented to examine current knowledge and awareness levels of women and men on knowledge, attitude, behaviour and practices related to STIs and HIV/AIDS, to map and list current support structures (formal as well as informal) for young women, and to understand attitudes of the target population in relation to collective community-level action to reduce young women’s vulnerability to HIV/AIDS. The baseline survey also collected data to inform project interventions on several levels; building local leadership and community support networks to take up the issues of young women, identifying referral systems for reproductive and sexual health needs of young people, identifying potential issues for further research during the project implementation, and strengthening local capacity in baseline studies.
